pls someone help me

i cant host or talk or no one can talk to me at all the time this happens i can have 8 people in the room start the game and talk just fine in the game and people can talk to me but this is an ongoing problem and i need some help i will have a static ip address in a few days will that fix the problem anyone have any opinion on how to fix this so it wont happen it only happen within the last month or so and it is very frusterateing for me because no one wants someone to play who cant chat or i cant even change my name at all any one pls someone will a static ip address fix this for me?
